वार्ताद्वारा राजनीतिक निकास

 

यो पुस्तकमा नेपाल , श्रीलङ्का तथा दक्षिण अप्रिm कामा भएका राजनीतिक वार्तासम्बन्धी अनुभवहरू सँगालिएका छन् । गत असार १५ र १६ गते काठमाडौँमा भएको राष्ट्रिय छलफल तथा प्रवचन कार्यक्रममा यी अनुभवहरूको आदानप्रदान गरिनुको साथै सहभागीहरूबीच छलफल भएका थिए । यो कार्यक्रम नेपालमा संवैधानिक प्रक्रियाहरू माथि संवाद भन्ने परियोजना अन्तर्गत नेपाल दक्षिण एसिया केन्द्र, शान्तिका लागि साझा अभियान, मार्टिन चौतारी तथा इन्टरनेसनल आइडियाले नेपालमा सञ्चालन गरिरहेका संवाद प्रक्रियाको पहिलो कार्यक्रम थियो ।

नेपालमा अहिले चलिरहेको सशस्त्र द्वन्द्वको निकास संवैधानिक निरुपणबाट मात्र सम्भव छ तथा त्यो संवैधानिक प्रक्रियामा आम मानिसको सहभागिता हुनु आवश्यक हुन्छ भन्ने मान्यतामा यो संवाद प्रक्रिया सञ्चालन गरिएको थियो । नेपालले अहिलेको सङ्कट समाधानमा बाहिरका अनुभवहरूबाट सिक्ने कुराहरू हुन्छन् तर नेपालको विशिष्ट परिस्थिति अनुरूप ती पाठहरूको प्रयोग हुन सक्छ भन्ने अर्को मान्यता यो प्रक्रियामा राखिएको थियो ।

आशा छ यो पुस्तकले नेपालको अहिलेको सङ्कट मोचनमा सानै भए पनि योगदान दिनेछ ।
 
Negotiating Political Settlement compiles experiences of political negotiation from Nepal, Sri Lanka and South Africa. These experiences were shared and discussed during a national dialogue held on 29 and 30 June 2004. This dialogue was held as a part of a project entitled "Dialogues on Constitutional Processes in Nepal" that International Institute for Democracy and Electoral Assistance (International IDEA) had initiated in collaboration with Nepal South Asia Centre (NESAC) and Martin Chautari (MC). The assimption behind the process was that the political impasse in Nepal could be resolved only through some constitutional reform process. The experiences from South Africa and Sri Lanka were discussed to highlight some of the strategic choices for future negotiations in Nepal. The experiences in Nepal were shared to highlight the actors involved and some of the major causes of past failures. This was first in the series of dialogues planned in Kathmandu and outside the valley.

अनिल भट्टराई काठमाडौंस्थित अनुसन्धान संस्था नेपाल दक्षिण एसिया केन्द्रसँग सम्बन्धित हुनुहुन्छ । उहाँको नागरिक समाजको बदलिँदो संसार भन्ने अनुवादकृति प्रकाशित भएको छ भने उहाँको सम्पादनमा स्वास्थ्य, समाज र राजनीति निकट भविष्यमा प्रकाशित हुँदैछ ।
